Having seen the power of disciplined BD systems in global Tier-1 organisations, I recognized that smaller technical service providers often miss out; not for lack of ambition, but because a full-time, high-level BD lead is rarely viable. I founded BDF Partners to bridge that gap. I take the sophisticated playbooks I’ve mastered and adapt them into practical, no-nonsense frameworks for SMEs.
By limiting my practice to a handful non-competing clients, I provide the focused leadership of an internal partner with the agility of a consultant, fostering a unique environment where my clients can actually collaborate rather than compete.
- Frans Oosthuizen
BDF Partners was founded by Frans Oosthuizen, who spent more than 20 years inside leading international technical services firms, progressing from field operations and project management into operational leadership and business development.
He has led business development across the oil and gas value chain, low-carbon energy, and mining, working on everything from targeted technical assignments and secondments to large, multi-disciplinary engineering and EPCM partnerships. This experience translates directly to the realities of technically driven businesses operating in complex, cyclical markets.
Always a student of how systems work, Frans is currently pursuing a PGDip in Future Studies at Stellenbosch Business School. This ongoing work in strategic foresight and complexity complements his two decades of field-tested experience, providing a broader lens on how technical firms can navigate deep uncertainty.
Having seen markets rise, fall, and shift, Frans brings a steady, pragmatic approach to business development, grounded in experience and focused on what actually works.
He founded BDF Partners to help small and medium-sized technical services providers bring structure, rhythm, and commercial discipline to business development; working alongside leadership teams over time to embed internal capability, without adding permanent headcount or importing big-company bureaucracy.
Our work is grounded in a practical Business Development Fundamentals Process: a simple, four-phase system that connects strategy, opportunity pursuit, proposals, and account management into a continuous cycle:
Market Positioning → Opportunity Pursuit → Proposal → Momentum.
The process is informed by proven phased approaches used in large technical services firms, but deliberately adapted based on what actually works in practice. It strips out box-ticking and unnecessary complexity, and focuses on the decisions and disciplines that matter most. Crucially, it does not end when work is won. The Momentum phase recognises that, in technical services businesses, sustained growth depends on continued engagement after the win as much as before it.
Engagements typically begin with a qualitative diagnostic to understand how you win work, engage clients, and deliver value. We identify gaps and give a rating against a BD Health Index. From there, we customise the 4-phased BDF Process and define clear implementation priorities with an agreed action plan. We then work alongside your team to put the right structure, rhythms, and disciplines in place. We then stay involved long enough to ensure the approach takes hold, providing business development leadership, coaching, and mentoring to build lasting capability across executive, operational, and customer-facing teams.
While the process is proven, the way it is applied is always tailored. We avoid heavy frameworks and one-size-fits-all solutions, adapting our approach to your people, scale, and context so change feels practical, natural, and sustainable. The objective is consistent: compete more effectively, win better work, and build lasting momentum.
Our work is designed to build internal business development capability over time.
Engagements typically combine diagnostic, system design, and hands-on support—working alongside your team to embed practical structure, rhythm, and discipline, rather than outsourcing BD or adding permanent headcount.
An objective review of your current BD approach, identifying what’s working, where gaps exist, and practical steps to improve structure, focus, and win rates.
Development of a simple, repeatable BD system tailored to your business—defining clear processes, roles, and rhythms to align teams and support consistent execution.
Hands-on leadership of the BD function: setting direction, aligning BD with strategy, strengthening client engagement, and shaping opportunities to build a predictable pipeline, without adding full-time overhead
Targeted support through the pursuit lifecycle: from positioning to bid strategy and proposal refinement, to help you compete and win more effectively.
Guidance to strengthen key client relationships, implement account plans, and embed a culture of proactive, value-driven client engagement.
Working with executive and operational leadership teams, as well as customer-facing technical experts, to build confidence, judgement, and practical business development capability.

BDF Partners helps small and medium-sized technical services providers bring discipline and structure to business development. Engagements typically combine diagnostic work, system design, and hands-on leadership or advisory support across opportunity pursuit, proposals, and account management, depending on what the business needs at the time.
It means providing senior business development leadership without adding permanent headcount. We take responsibility for setting direction, establishing priorities and cadence, and leading key BD activities, while building internal capability and systems that endure. The intent is always to strengthen the organisation, not to create dependency.
We work primarily with small and medium-sized technical services providers, including engineering, project delivery, and consulting businesses. Our clients are typically strong in delivery, but want a more structured, proactive, and commercially disciplined approach to winning work. While our experience spans mining, oil and gas, and low-carbon power, the focus is always on how technical services firms grow, regardless of sector.
Every engagement begins with a diagnostic to understand how you currently approach business development, win work, and engage clients. From there, we agree clear priorities and a practical plan of action.
Depending on the situation, this may include embedded business development leadership, system and framework design, and targeted support across pursuits and accounts. We work alongside your team with a regular cadence to maintain momentum and ensure changes are embedded, practical, and sustainable.
Clients typically see clearer focus, stronger pursuit discipline, and better-quality opportunities within the first few months. Over time, the bigger shift is consistency: a structured business development system that works beyond individual effort, supports better decision-making, and enables steady, predictable growth.
We begin with a short conversation to understand your business, context, and objectives. From there, we agree whether it makes sense to start with a diagnostic or move directly into a more hands-on engagement, and define the right level of involvement to support your goals.
No. We work selectively with a small number of clients at any one time to ensure focus, trust, and meaningful impact. To protect that value, we avoid working with directly competing companies in the same market or geography, and are careful about where insights are shared. This allows us to build long-term relationships based on openness and confidence. We create a space where our customers can explore collaboration and thus enhance their offerings.
BDF Partners is not the right fit if you are looking for a short-term sales boost, outsourced business development, or someone to simply respond to tenders and chase opportunities. Our work is designed for leadership teams who want to build lasting business development capability, bring discipline and structure to how work is won, and are prepared to invest time and attention to make change stick.
The “F” carries a few meanings — Fundamentals, Foresight, Future, and, of course, Frans. Each reflects a core idea behind BDF Partners: combining practical business fundamentals with forward-looking strategy and a personal, hands-on approach.
